  • Does it serve citizens and the country for the long term (decades) vs. short term (months or limited years)?

  • Does it preserve individual basic rights while providing for broader rights and benefits across the population?

  • Does it infringe on universal quality of life or enhance universal quality of life, considering impact to health, safety, and freedom from fear or persecution?

  • Are there already broadly accepted/supported laws or policies that provide for similar rights or responsibilities and help support this position?

  • If the policy requires significant funding is there a sustainable and democratically fair mechanism for funding that does not place an undue burden on a section of the populace that would have difficulty shouldering that burden or might clearly be unfair taxation?

  • On applicable issues does it have fairly universal support from the not-for-profit scientific community?
